Kooling at The GovTech Summit 2026: regulatory innovation in two directions
London, 16 April 2026 – David Falconi, Founder and CEO of Kooling, took part in the panel Regulatory Innovation in Two Directions – Powering Growth & Modernising the Regulatory System at The GovTech Summit 2026, held at Central Hall Westminster and powered by Founders Forum Group and PUBLIC.
Hosted by Lord David Willetts and Alec Jackson of Apian, the session explored two sides of the same coin: how can regulation better support fast-growing companies, and how can innovation help modernise regulatory systems themselves?
Kooling's contribution drew on its work with both sides of the regulatory relationship. Regulation is at its most effective when it strikes the right balance between guidance and business empowerment: clear enough that organisations know what is expected of them, and light enough that meeting the requirement becomes a source of usable insight rather than an administrative burden.
Kooling offers Enterprises and Cities a proprietary data infrastructure that brings powerful solutions to the most complex mobility data-driven use cases. Its regulatory compliance work with enterprises and its partnerships with city administrations are a case in point. Where mobility regulation asks companies to report on how their people travel, Kooling turns that obligation into a shared asset. Businesses streamline the exercise and get back usable data and services for their own mobility management; the city, as supervisor of mobility demand and planning across its territory, gains an aggregated, homogeneous picture of how people actually move, and with it a powerful decision-making asset.
The synergy runs in both directions: the regulatory system becomes more modern because compliance generates the evidence planners need, and companies grow because the tools built to satisfy the rule are the same tools that help them operate better.
The GovTech Summit brings together senior government decision-makers, founders, investors and academics for a single intensive day of panels, fireside chats and roundtables on the future of digital public services.
